The Tax Committee of the Verkhovna Rada changed the decision on the bill 7668-d on the return of taxation of fuel to the second reading.
Yaroslav Zheleznyak, the first deputy chairman of the committee, People’s Deputy from Golos, announced this on Telegram.
This decision was supported by 19 committee members.
According to him, three changes were made to the bill.
First, they removed the 5-year exemption for biofuels.
“Now it will be: biofuels and biodiesel are also excise tax of 100 € / 1000 liters,” the people’s deputy explained.
He recalled that earlier the rate of 26€/1000 liters and 18€/1000 liters for biodiesel for 5 years was proposed for the second reading.

“Second: we made a privilege for fuel for the needs of the Ministry of Defense. For the military, the excise tax will be 0 € / 1000 liters. This benefit will apply exclusively to the Ministry of Defense during the period of martial law and a state of emergency,” Zheleznyak added.
“The third change, technical, due to the adoption today of the bill No. 7732 in general on changes in the taxation of rent for gas production, the corresponding amendment was also removed,” he explained.
Everything else, according to him, remained unchanged:
petrol 100€/ 1000 liters
diesel 100€/ 1000 liters
gas 52€/1000 liters.
VAT for everything remains at 7%.
According to Zheleznyak, the law will be adopted in the coming days: “it looks like without a special procedure.” Therefore, its action will begin at the end of September (one day after publication), the people’s deputy concluded.

Earlier, the Tax Committee recommended that deputies support the finalized bill, which they want to return excise taxes on fuel.
In the revised document, the size of the excise tax on gas was changed from 100 euros / 1000 liters (as proposed by the government) to 52 euros / 1000 liters.
The return of excise taxes on fuel will not affect the prices for diesel fuel for consumers, said Minister of Infrastructure Alexander Kubrakov.
Thanks to the partial return of the excise tax on fuel, the budget receives an additional UAH 2-3 billion monthly.
The government submitted to the Rada a draft law on the abolition of preferential taxation by excises on fuel. Earlier, in April, the Verkhovna Rada already thought about returning the excise tax on fuel and 20% value added tax, but subsequently abandoned the initiative.
In March, parliament passed a law on additional tax incentives to support businesses during the war, which, in particular, provides for a zero excise rate on gasoline, diesel fuel and liquefied gas, as well as a reduction in VAT from 20% to 7%.
